On my technical resume, should I list my expired certifications?

Depends.

Are they relevant to the position you are going for?

How long since they expired? If they are 10 years old, listening them on a technical resume will probably make you look like a dinosaur.

Not everyone renews all their certifications. If they have expired, all you need to do is put the date of expiration after the title, like:

CCNA, expired 2003

For example.
