Start on the MCSA track or just go for the premium cert MCSE?

The MCSA track is a natural path towards the MCSE. Exams you would have done in the MCSA you won't have to repeat then for the higher cert.

So for that reason, it's worthwhile pursuing both. Having both looks good on your resume. Here is the table with exams you will find in both certs. See how they overlap.

Core Networking exam

Elective exam Choose from a number of electives. If you have an A+ and Network+, this counts as the elective or choose another as listed on the Microsoft site.

(you choose one of these)
Elective exam if you have the security+ cert, this counts as the elective or you choose another one as listed on the Microsoft site.

So depending on which elective you have chosen (if you choose an elective in MCSA and it's also offered in MCSE, you don't need to do it again.
