Is a CCNA exam simulator better than routers?

Think about it. The clue is in the word 'simulator'. A simulator replaces the real thing. Routers are best to practice on because they are the real thing. You won't have simulators at work, you will have routers.

That being said, if we don't have the money to spend on routers, then using a simulation program is the next best thing. In my home lab I have a combination of hardware and software. When I don't have the money for the real thing, the next best thing helps me prepare for my exams just fine.
